RESOLUTION HONORING EMLY HORNE



RESOLUTION #03-131



WHEREAS, Emly Horne, a retired teacher, has worked tirelessly to make the Lansing community a better place to live and is dedicated to community education, health and land use planning; and



WHEREAS, she was a part of the Southside Summit, which found that the Old Everett School District area, annexed to Lansing in 1948, had lost much of its community identity with annexation. The Summit recommended the formation of an umbrella organization to represent area interests within the historic boundaries --approximately 300 square blocks -- of the Old Everett School District; and



WHEREAS, Emly spearheaded formation of the Old Everett Neighborhood Association, whose goal was to bring together neighbors in this southside community, renewing and enhancing that identity could encourage many more southside residents, schools, and businesses to work together on area problems and opportunities; and



WHEREAS, Emly served as the first President of the Old Everett Neighborhood Association (OENA). Her many accomplishments include securing grants for initial projects, including street sign toppers to mark the OENA boundaries, and a historical marker for the Old Everett High School, which identify and nurture pride in our area of the City; and



WHEREAS, Emly Horne as a neighborhood leader in south Lansing has recruited participants, provided input at Summit meetings, and kept neighborhoods and community groups informed of the project's progress and outcomes; and



WHEREAS, she started a Neighborhood Watch organization in her own neighborhood, and today serves as liaison between many Neighborhood Watch organizations and the Lansing Police Department. She consistently turns out a large group of area residents to engage in bi-monthly problem-solving sessions with Police Officers; and



WHEREAS, Emly has served on many City citizen advisory boards and commissions, including being a volunteer with the South Police Precinct & Neighborhood Network Center where she worked with Lansing school administrators and students to reduce traffic and truancy problems and to encourage greater neighborhood awareness and mutual support; and



WHEREAS, she has served on the City of Lansing Planning Board for 22 years and now serves on the Lansing Board of Zoning Appeals, where she ensures that neighborhood groups are informed of proposed developments and land use changes in their area so they could offer public comments; and



WHEREAS, one of Emly's most shining and energetic accomplishments has been organizing a summer ice cream social in south Lansing for hundreds of residents each year; and

WHEREAS, her many other community efforts have included distributing free passes to area senior citizens for school arts performances, and finding business sponsors for a 2002 high school arts festival, these initiatives have increased positive interactions and built a foundation for cooperation between the neighborhood, the school and students.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners is proud to recognize the tremendous accomplishments of Emly Horne and thanks her for many years of support and activity in the south Lansing community.



BE IT RESOLVED, that the Ingham County Board of Commissioners congratulates Emly Horne for being one of the winners of Governor Granholm's 2003 Michigan Week Volunteer Leadership Awards which is presented to an individual or organization that, through outstanding volunteer efforts, has enhanced the lives of Michigan's citizens.
